I have talked to Carlo about this jira
http://jira.codehaus.org/browse/GEOS-5995 and we would ask for
permission to do the backport on 2.4.x.
This work requires to upgrade to Spring 3.1.4 from 3.1.1 (nothing
dramatic then) in order to fix a nasty threadlock issue at startup.
The fix was ported on master already and we are asking to do the
backport on 2.4.x (there is a pull request linked) now that 2.4.0 is
out of the door.

Personally no objection, it's an upgrade of Spring to a bugfix version of
the same series,
and the change has been sitting on trunk for a month now without any
