The PR adds a GetLegendGraphic request parameter to filter out the rules that have no match in the current
bounding box. It’s an extension of the existing “rule match count” functionality that adds the number of features
matching each rule, but instead of adding the count, it removes the rules that have no match in the current BBOX.
As you can see from the PR, changes are minimal, most of the PR is tests and documentation updates, the
core of the functionality (actual counting) has been in core for a while now.
