Ok, in that case meta-tiling is used. I expect the watermark to appear
only in 1 tile out of 9 since the rendering is performed on a 3x3
block and then cut into 9 tiles. Is this what you're seeing?

I'm just spending some hours on GeoTools today, so I did not
actually try. I'll do that tomorrow when I'm back on GeoServer.

I probably introduced this problem when reworking watermarks to use the
decoration code. I will take a look, should be a quick fix.

http://jira.codehaus.org/browse/GEOS-3107 if you still see this issue
