We have migrated away from restlet in this code sprint:

After the code sprint we disabled a number of community modules because
we could not migrate them, but some have been migrated and re-enabled in
the meantime...
geofence is not one of them though, I see it's still commented out
(geofence-server has
been migrated instead):

So, it's best not to add back restlet (it's not supported anymore), but
switch whatever
code there is in the geofence module from restlet to spring-mvc.
