Hi,
Quick question, which date represents cut-off date for new features in 2.4? I guess bug fixes are acceptable right up until just before the final build (indeterminately dated)?

As I understand it the first beta release represents the cut-off for feature development. Which for 2.4 is scheduled for July 18th.
Indeed bug fixing can go on until the very end, although I guess it depends. It would be more accurate to say “non-risky” high priority and regression bug fixes certainly will go on until the last release candidate.
