I cannot answer for Windows but I just tested and it started for me on openjdk-8-jre:amd64 8u77-b03-1 on debian unstable.
- Are you starting it with bin\startup.bat?
- Is your working directory the top-level unzipped geoserver-2.9-SNAPSHOT directory?
- Are you able to manually run the jar with this?:
cd \wherever\you\put\2.9-SNAPSHOT
java -Xmx1024m -DGEOSERVER_DATA_DIR=\wherever\you\put\2.9-SNAPSHOT\data_dir -Djava.awt.headless=true -DSTOP.PORT=8079 -DSTOP.KEY=geoserver -jar start.jar
- What is the output of this?:
java -version

I can confirm this behaviour with today’s master. It will start when you run it from the command line but fails when you double click start.bat or run from the command line
The console says:

Hi,
I have vague memories that this was already visible when we first switched to a newer Jetty but
got somehow fixed… wondering if the spring 4 upgrade (and associated servlet api upgrade)
is the cause of this failure?
