I changed the FilterFilter.java so that it would throw an error when it
gets an unrecognized tag. Myself and several other users have
accidently put <AND> or <and> tags instead of the proper <And> - the
old filter implementation just ignores the tag (resulting in a wrong
filter - but no warning). I made it throw an error.
I noticed that the filter parser test (ParserTest) cases only tested to
see if the filter was parsed w/o throwing an exception - it doesnt
actually test to see if it builds a correct filter. I didnt fix this.
test9 had an invalid test .xml -- I fixed this.
I tested with all the WFS CITE tests as well.
