I have try dpi:96, also 90, and also another value, with the same result.
I have put my log to verbose. With or without format_option, I have an interesting Exception :

First up, 35 dpi is … very low!
I am not so familiar with the chart code, do you have any kind of stack trace or other information beyond not showing the charts? Can you try with dpi:96 (matching the usual WMS default) so we can see if it is the format_option being applied at all, or just such an unusual number which is breaking the chart support.
