The process for getting commit access involves creating a codhaus account and applying to join the geoserver project.
This is documented here:
http://docs.geoserver.org/2.0.x/en/developer/policies/comitting.html#community-commit-access
Once you have signed up let us know (include your codehaus username) and one of us will grant the request to join.

Ok, i accepted the request so you now have commit access. Be mindful thought that this gives you only isolated commit access for documentation.
Also before you go forward all committees must sign the GeoServer contributor agreements which agrees to assign copyright for your work to TOPP.
You can download the form here:

If you can fill that out at your earliest convenience that would be great.
Other then that the documentation is divided up by language:
http://svn.codehaus.org/geoserver/trunk/doc/
You will see "en" and "es". I suggest you create a new directory named "pt_BR" and work under there.
