Update the configuration system to be a little bit more JUnit test case friendly.
Now supports:
ServiceConfig.load( Map config, Catalog catalog );
Where Catalog is a geotools2 catalog, and config is a map of optional hints.
Also fixed a problem where DataStoreConfig was generating a new DataStore for each request.

I forgot you will need to grab an update from Geotools to grab the latest Catalog and DefaultCatalog.
I still don't have the hang of tagging things correctly
