Ciao Andrea,
I was waiting for someone else feedback, but I would go for leaving
the geofence code as a separate project under the GeoServer
organziation for the moment while having the probe (the custom
ResourceAccessManager implementation ) as a community module of
GeoServer.
I guess this is a +1 anyway.

in the last years GeoSolutions has been working on a "advanced security
subsystem"
known as GeoFence.
The code consists of a ResourceAccessManager implementation that talks to

GeoFence server, which evaluates access requests and sends back

that is, what the user can do in terms of request access and so on.
The GeoFence webapp also contains a GWT front-end allowing an easy setup
of access rules, but it is also possible to extract and edit the rules via
a REST API.
We could like to donate the ResourceAccessManager implementation as a
community module, and the service/UI/rest webapp as a separate project to
be
stored under the geoserver organization (pretty much like the cite engine
tools).
Or, we could also move all the code in GeoServer itself, and have these
module
generate war files as needed.
