Should new GeoServer source files have a copyright statement at the top of each source file? If so, should it claim ownership by TOPP or OpenGeo?
It would be handy to have the latest GeoServer copyright statement on the wiki (as for GeoTools).

I'll let the devs decide if there should be a copyright statement on each header, but currently the copyright information is found in the LICENSE.txt [1] file. I daresay how long it's been since this file has been updated, but the ownership is currently set to be The Open Planning Project.
