The CITE tests make way over 1,000 geoserver requests, so I'd be
surprised if it were leaving connections open when it shouldnt.
That being said, I dont think anyone's looked at the open connections
too closely. I'll look into it if it looks like its leaking.
NOTE: during startup, the server might try to make a bunch of
connections to postgis, one for each datastore.

That's the correlation there. I have about 6 layers I am publishing, and 6 connections. Only one database though, all the tables are in one place.
