It’s very intermittent.
Compare the term “labelling” (my original search that identified this).
For 2.3.5:

For 2.4.0:
http://docs.geoserver.org/2.4.0/user/search.html?q=labelling
Two results, and neither is the page called “labeling”!

I’m not totally sure what’s up, the search actually happens in the browser based on a full index that is served as a JavaScript script. I see a JS console error on page load but like I said some terms still give results.

The search box definitely used to work for the pre-2.4.0 documents. Something appears to have happened to make them disappear from the results with that release though.
I can set up a custom search easily enough - (include site:http://docs.geoserver.org/stable/en/user/ and it’ll only get the GeoServer docs). But many users will use the GeoServer Search because it’s there. A false negative is worse than no search function because it implies to the user that there is no documentation on something. I’m guessing you or someone has the stats for server-search use so you’d be able to see how much it’s being used.
