The release notes are pointing to the 2.6.3 release note page I made some
time ago?
I cannot find the release notes in Jira in the "releases" section,
but this should be more or less how they should look like:

The GeoServer 2.6.4 Release Notes look to be here: https://osgeo-org.atlassian.net/jira/secure/ReleaseNote.jspa?projectId=10000&version=10159
For future reference, the new JIRA only shows unreleased versions by default on the “Releases” page - to show released versions click the check box in the “Status” drop-down in the upper left corner of the relases page. (I ran into this last time I did a GeoServer release)
