[Geoserver-devel] Early backport of [GEOS-10434] Externalized GeoServer environment properties

Dear all,
I’m writing to ask early backport permission of GEOS-10434. The improvement adds the possibility to provide geoserver-environment.properties also from outside the geoserver data dir.
No backward compatibility issue is foreseen, the change is purely additive.
