Actually it is there in the work flow diagrams - you need to "login" in order to mess with the configuration 
Actually every mock ui has a logout link on the top
What I was not doing was a general change the getCapabilities document based on what the user has logged in as solution. Although when that comes down the the pipes it may conflict with whatever I do for allowing configuration.
