The windows exe was not generated; I am not quite sure why. I would like to go ahead with a release announcement tomorrow (and we can always add the exe when time permits).
General strategy for the blog, repeat of the beta blog with a note about the label position point alignment change, and the flag to restore prior behaviour. Anything else we want to highlight for RC1 testing?

I also note that the memory settings seem to be off when run as a service:
Memory Usage 72 MB / 123 MB
So I suspect start up parameters may be off (kind of which we had a status endpoint that reported the startup parameters).

I was testing a few options with Window 10 and 32-bit jre:
with bin-zip to run on port 8060 - OK
with exe-installer to run stand-alone on port 8060 - OK
with exe-installer to run as a service on port 8060 - OK
GetCapabilities of the services and layer previews look good.
