As many of you know, Paolo has been an active Geotools & Geoserver user
and developer. He's recently been given commit rights to the Geotools
code base.
Given the large number of good bug reports (with patches) and the fact
that his team is actively developing in-shop with Geoserver, it makes
good sense to give him commit rights to Geoserver.
I feel he'll make a valuable geoserver developer.

+1 me too. We don't technically have a formal commit rights procedure.
Though adopting geotools seems totally fine. We should just write it
down in the developers guide (3 positives, no negatives, from active
committers).
