[Geoserver-devel] GeoServer master broken by broken GeoWebCache build, please merge my GeoWebCache fix

I have fixed GeoServer master to depend on GeoTools master and GeoWebCache master:

Until I pushed this commit, GeoServer master depended on GeoTools and GeoWebCache stable.

I expect that this fix will break the GeoServer master build until the GeoWebCache build is fixed by merging this PR:

Fix GeoTools dependency (should be 18-SNAPSHOT not 18-SNAPSHOT-SNAPSHOT)
