I am planning to build some Geoserver plugins for a commercial services project.If I distribute the plugin source code
to my client , do I still have to buy a commerical license ?

As long as you follow the GPL license you have no problems.
If you distribute your plugin with sources you're compliant
with the GPL as far as I know (your plugin will be under
GPL since you're using the GeoServer API directly)
