Sonar cloud access

Gabriel wants to use sonarcloud.io for static code analysis but is running
into access issues.

It seems like access configuration is necessary on both the SonarCloud side
and on the Github side - one needs to be an admin in both accounts.

This should now be fixed (thanks Jody).

JTS overlay NG on by default

See email list, change overlay to be on by default.
