Build still appears to be down, KMLWriter test is failing.

Note: The cruise control build will also report when the build has been
fixed after being broken, so if another message doesn't appear saying
"build Fixed" after attempting to fix a broken build, it is still broken.

However, the cruise control log and test results page doesn't really say
what tests fail. I will have to work on that.

I removed the test so it should work now.
I will try and improve it so that it doesn't break. I think it is the files it is looking for that is breaking it.

I still don't think it is fixed. The test case now has no methods, which
is an illegal test. I would rather just remove the test if it is not
being run, or fix it.
