Refer to discussion on the ml - GSIP to make the encoder as the default
Quick GSIP to cover changing the default encoding options, and double check tasks (docs etc...)
Discussion: adding to master as a non default option would not of required proposal.

There is a patch in a ticket and a pull request (might re-introduce the web gui breakage though)

Q: layer identifiers?
No idea, is it in the docs?
Something to do with group layers, may be able to subst in group layer for root.
Q: monitor reports?
Not working for Jody out of the box, need to confirm with fresh install before reporting bugs.
Q: GetFeatureInfo work?
Andrea looking at making this pluggable, rather than current switch logic. (e.g. LayerIdentifier.canHandle)
Q: uDig and LocationTech?
uDig finished rename, will swap to 9.0-M1 next and squish remaining IP issues.
Update to a recent version of GeoTools sometime after that?
