15-beta/2.9-beta release

Release is behind schedule, we have a fix #1510 that can wait until after the beta release.

Fixes:
- Fix #1510? If I need to retest should I pick this up?
- Ben asks that the GeoTools Maven 3.3.9 build failure fix be included
- GSIP-137 REST Configuration API HTTP Headers and percent encoding fix just merged; not urgent but would be nice to include in 2.9-beta

- Q: Does this fix windows build failures? A: not sure

If you are interested in any subsequent 2.7.x releases please volunteer on the mailing list.

(This is a way you can have a "long term" release, just backport any needed fixes and sponsor a new release)

Build Discussion
----------------

The repo.boundlessgeo.com is fixed (for real this time). Any trouble seems to come from Jody setting it up, thanks for the help everyone.

With this in mind can we kill old jobs on ares:

- Asked admin to remove and .git checkouts from old/disabled builds (but not to delete the builds). Leave the empty folders their in case of emergency ...
- Jenkins stores all the jars everywhere somewhere on the hard drive ... so deleting old builds would save space. You can turn off this default!
- Can we clean out jars for old builds? Not sure ... only cleans if a new job is run

Changes to save space?
- only keep 30 days of builds
- setup plugin empty tmp directory once a week
- corrupt jars from .m2/repo (example gt-coverage had html file comments)
- Discussed CITE / OGC compliance
- Andrea has been keeping the geoserver tickets open/closed ratio from scissoring apart (um amazing work andrea)
- GeoTools is being more stable - not many newly opened tickets
