Jenkins geotools-master-online-postgis build

The Jenkins geotools-master-online-postgis build has been broken for six months:

After recent fixes, down to three different failures:

  1. Exception opening port H2 TCP Server (tcp://172.16.1.87:9092) (port may be in use)

  2. PSQLException: ERROR: permission denied to create extension “hstore” Hint: Must be superuser to create this extension.

  3. org.postgresql.util.PSQLException: ERROR: type “jsonb” does not exist

Solution to (2) is likely to add “create extension hstore;” to database setup script.

I don't think there is a database startup script outside of what the test

setup does - if I recall correctly all the database config was set up
manually (and then snapshotted, I think).
The current database may have additionally been copied over from the old
ones we were using with ares.

Poking around on the build server, I don't think I have superuser
credentials for the postgis database, and am therefore not able to create
the hstore extension.
I think Nick does have credentials for this, and may be able to do so.

One other thing I noticed is that the fixture for the tests appears to
connect to a remote PostGIS database (184.154.70.224). I had though we had
a local PostGIS instance running on the build-slave-02 (where the postgis
jenkins job runs). I'm not sure if this is intentional or not, or if we
just never ported the geotoolstest configuration over to the local db...

I believe Daniele changed the code so that if extension creation does not work, the tests are skipped
