In my opinion those kind of options do not match styling purpose, I think SLD is for styling map layers, not for laying out legends. These are orthogonal concerns. SLD should only drive icons rendering, not the way they are aggregated in the final bitmap.
What happens in printing is that we use the GeoServer printing plugin to aggregate legends in the PDF, but this is not driven by SLD. Instead it is driven by Mapfish printing layouts and clientside sent options. What we miss now is the ability to control the internal layout of multirule legend, that would be added by these new options.

I find that the style and the legend need to be designed together, or should at least be considered together.
