We (um Refractions) have had some Google Summer of Code applications focused on just this kind of problem, if they are approved
your interest and support would be a great help to the students involved. There are several clear ways forward
if you wish to work on these ideas yourself.

If you wish to explore these ideas more formally please attend the next Geoserver IRC meeting or check in with simboss or justin
or any of the organizations on the support page.

Out of curiousity, by "coverage" do you mean "raster coverage" or "vector coverage"?
