Ciao Gabriel,
I had the opportunity to discuss this proposal briefly with Andrea and
also I went through it myself a couple of time thinking about our use
cases.

I am +1 with this work, however I did not see any mention about the
impact on performance with large catalogues of data in GeoServer. Did
you perform any tests?
I also did not see any mention about possible strategies for sticking
some caching on top of the new storage mechanism in order to reduce
the possible impact of not having all the config in memory anymore.
