[Geoserver-devel] GSIP-86 - Promoting monitor module to extension

Hi all,

Before the holidays i sent an email about some changes to the monitor module.

The changes were met positively and as well it was agreed that pushing the module to extension status would be a welcome addition. Hopefully just a formality at this point but here is the proposal.
