Hi Paul,
adding -Dgwc.context.suffix=gwc to the GeoServer JAVA_OPTS is the way to go.
There are some issues about how spring deals with properties, mixing geofence and gwc ones, so the java opt is part of the whole configuration at the moment more than just a workaround.

after updating the GeoServer to 2.22.2 an old error (https://osgeo-org.atlassian.net/browse/GEOS-8331) returned, when using GWC with the Geofence extension.
When I try to open http://localhost:8080/geoserver the site is not redirected to http://localhost:8080/geoserver/web. Instead the GWC-page is shown.
Trying to access http://localhost:8080/geoserver/gwc returns an 404-exception.
Adding “gwc.context.suffix=gwc“ in the “geofence-server.properties” as proposed here https://gis.stackexchange.com/questions/408565/geoserver-homepage-is-showing-geowebcache-homepage, doesn’t fix the issue.
I found a workaround by adding -Dgwc.context.suffix=gwc to the JavaOpts (solution proposed here: https://github.com/geoserver/geofence/issues/235).
