GisWigets editor does look promising, but ideally we would like it in javascript so we can easily and cleanly share it with some of the OWS clients such as mapbuilder, openlayers, and mapbender. I'm not sure of how big a fan they all are of applets, but I think it could work.

Well, it seems GisWidgets (former GeoWidgets) is growing a swing one...
