How are you running GeoServer? Are you sure the jar is in the correct location to be placed on the classpath? Can you post the jar somewhere to take a look at. Thanks.

I’ve seen frequently come up is to make sure the applicationContext.xml is
included in the final jar archive. I’ve made sure it is there, and am not
