Got a bit stuck here.. Let me explain.
"Setup PostGIS"

"Run the PostGIS windows installer and have it create a "cite" database"
What do I do if I have postgis installed?
What I did i downloaded the postgis installation and just ran the
create Database with Postgis components, but this took long enough for
me to figure this out (Please see clip).
Maybe the release guide could include this, that if you have postgis
installed please run setup and with the create DB option.

There does need to be some more explaining on the release guide, but it should cover all platforms to install postgis. Or at least point to the appropriate documentation on the postgis/postgresql pages.
If you have any useful notes form what you learned, feel free to ad them to the page.
