I have seen one or two intermittent EPSG lookup failures when building on Travis, Jenkins, and locally. H2 thread problems, perhaps?

Hi Ben,
has been going on for years, it happens sometimes more often, sometimes less (the EPSG database is actually hsql).
Back then me and Ian Schneider tried various strategies for proper close up of the database,
in a sequence of attempts to tame the issue.
Helped some, did not solve the issue fully. My current uneducated guess is that it happes
because something is cleaning the temp directory (where the database resides)… but of course,
can be wrong…
