Dear GeoServer devWorld,
We are developing some geospatial portal in under Eearth project. We have some issues in metadata synchronization. The problems are below:
Some WFS and WMS sources are provided full metadata due to WFS, WMS OGC specification (GetCapabilities, getFeatureInfo, …) and some harvesting robot need to import the metadata from WFS, WMS due to OGC specification (GetCapabilities, getFeatureInfo, …).
How this robot will synchronize (or harvesting policy) the metadata of real world implemented?

I am not exactly sure if I understand your problem or needs but it
almost sounds like what you need is a catalog service. I suggest you
checkout the geonetwork project.
