Forwarding this along to geoserver-devel - this is likely the cause of the current failures on master / 2.16.x.
I may have some time to look into this tomorrow.

I’ve pushed up a fix for geowebcache master and 1.16.x, looks to work locally, waiting for jenkins to get through it.
