Yeah this could go in reference. However I think it might be a good idea to discourage people from doing "development" on 1.3.x other then maintanence and bug fixes. So perhaps we could mark it with a deprecation warning.

Fix For: 1.4.0-RC11. Swap out old developers guide with new one.
2. Throw content from old developers guide that is worth saving into refrence section of the new one, or somewhere else if it makes sense.
