Cannot make JAI available

I was not able to view my own GeoServer layers through the basic MapBuilder demo, eventhough it seemed to be set up correctly in the Geoserver web administator. Then I found that the admin page stated "JAI is available: false". This made me install the jai 1.1.3 jdk jars under "\jdk1.5.0_11\jre\ext" and the jai 1.1.3 jdk dlls under "jdk1.5.0_11\bin", the jai 1.1.3 jre jars under "\jre\lib\ext", the jai imageio 1.0 libs under "\jre\lib\ext" and the clib_jiio.dll under "\jre\bin". I then removed the mlibwrapper_jai.jar from "\jre\lib\ext". But the admin page still states "JAI is available: false". Am I installing to the wrong paths?
JDK is installed at: "C:\Java" whilst JRE used is installed at: "D:\DV\Programs\JRE\"
The geoserver installation was made using the war file, which was placed under "\webapps\" for TOMCAT.
Tomcat has been restarted. Geoserver application likewise.
The "set" command for the server is attached.
