For certain kinds of rasters (photos, for example) it's tough to create a representative raster snippit for a legend, but for others (interpolated colormapped data, etc) a nice color-range could be created for the raster, with labels and such.

This might require better support for rasterSymbolizers in SLD on the GT end, too.
