http://docs.codehaus.org/display/JETTY/Win32Wrapper seems to work quite well, it does about the same stuff as our current start menu geoserver stuff. But it has the additional win of running as a winows service. It uses the same wrapper we investigated awhile ago, but they seem to have figured out how to get it working better than we ever did.
