On page Config -> WMS -> Contents after clicking on "Add New Layer-Group" button creates new layer group, that will written in data/services.xml file even "Submit" button was not pressed. After that default value for layer-group "<new_layer_group>" will makes geoserver fails to start with error (from tomcat's catalina.out file): "org.xml.sax.SAXParseException: The value of attribute "baseMapTitle" associated with an element type "BaseMapGroup" must not contain the '<' character."
