Allow unit testing to use real data directories and real data stores

This is key to allow development on the WFSV module. Now there is no unit testing because we don't have a versioning datastore that can be used for unit testing.
What we need is a real configuration directory pointing to real data stores, and have some way to run cleanup scripts on them (such as dropping feature types and re-creating them, but more probably something like the ability to run a sql script).
