Looks like our old digitalearth.gov site isn't doing so well, see GEOS-164 and the emails on the list. That merely highlights, however, that we should not be relying on some random site on the internet, or even a really good site on the internet, because it can go down and cause weird time outs. Much better to have the server that created the document also serve the schemas it references. So each geoserver should have the dtds in wms/1.1.1, just like wfs/1.0.0. I've contemplating doing this before, but got lazy, as there was no pressing need, but it looks like it's time.
