Fail gracefully if in-memory configuration is invalid

If the in-memory representation is messed up in a way that causes Exceptions, the XMLConfigWriter will just give up in the middle of writing the configuration. Would be nice to do this in some nice atomic way so that you either have a coherent new configuration or a coherent, but old one (with an error message to the user of course This might be obviated by the new config stuff, and I don't know of any way to mess up the configuration like this short of writing custom code, so it's not that urgent to fix.
