Description:
We allow users to specify a charSet, but haven't tested this in quite some time. Need to make sure it still works, specifying different mime types and displaying in browsers correctly. This needs to work both for information written in files, like services.xml and catalog.xml, as well as in the backend database. Supposedly postgis 7.2 and above should not need any connection level character sets, all should be compiled with support for all character sets, I believe. So this should be tested, and the setEncoding stuff should be removed. Also should test to see if the web config tool will let you input weird characters and save them correctly.
