WMS content disappears in GIF images when zoomed out too far

If I load e.g. http://sigma.openplans.org:8080/geoserver_csv/wms?TRANSPARENT=true&SERVICE=WMS&VERSION=1.1.1&REQUEST=GetMap&STYLES=&EXCEPTIONS=application%2Fvnd.ogc.se_inimage&FORMAT=image%2Fgif&LAYERS=TotalPopulationSF3_view&SRS=EPSG%3A900913&BBOX=-15594258.282971445,3352523.8695069435,-10960339.881040975,5601606.9893670995&WIDTH=1894&HEIGHT=919, nothing appears.

If I use image/png instead of image/gif, everythings works (i.e. a very small spot in the lower part of the image).

Also, if I add &palette=safe, everything works.
