Currently GeoWebCache is a critical dependency for auto-regionated KML; it is required to generate the KML documents with the network links and level-of-detail settings that actually load the tiles generated by GeoServer WMS. It would be great to have this work "on its own" with GeoServer's KML reflector generating the parent documents.
