GWC should get a real getcapabilities document. Jody wrote a temporary solution, but it involves parsing the existing document and inserting new elements. It's not terribly robust or efficient.
Ideally we should insert the tilesets into GeoServer's getcapabilities response if the request includes &tiled=true . We will look into the possibility of adding hooks for this feature during the sprint in NYC.
Per and Per-Olof are working on a proper document for the standalone version of GeoWebCache. This may be an alternative route that is less intrusive.
