Rendering issues caused by a poor quality shapefile

It looks like GeoServer is having a hard time rendering a shapefile that I believe has invalid geometries. Less than half of the lines are being rendered at this point. Normally I would just fix the shapefile, but in this case that is not possible. Attached below is the troublesome shapefile. This issue can be fixed by running ogr2ogr to clean the shapefile.
